About NJACP's Chief Executive Officer

Libby brings over twenty years of leadership experience in association management, government affairs, public relations, and communications to her role as CEO of NJACP. As Senior Vice President of Association Business Solutions (ABS), a full-service association management firm in Trenton, she led the firm’s advocacy arm and represented a wide range of clients—including corporations, small businesses, nonprofits, and industry associations—consistently delivering policy wins and strengthening their strategic positioning.

 

During COVID, Libby partnered with legislative leaders and disability advocates to establish New Jersey’s Legislative Disability Caucus—making the state one of the few with a formal legislative forum amplifying the voices of individuals with disabilities and their families. She worked closely with lawmakers and advocates to manage the caucus and advance its policy goals.

 

Earlier in her career, Libby consulted for the John J. Heldrich School for Workforce Development at Rutgers University, leading partnerships between employers and students in high-demand industries. She spent nearly a decade with the New Jersey Business & Industry Association, coordinating lobbying efforts on education, workforce development, small business, and federal issues, while also directing grassroots activities as executive director of a network of 18 local employer groups.

Libby is active in local politics and community initiatives. She is a graduate of the Christine Todd Whitman Series for women in leadership and serves on the Board of the Millhill Child & Family Development Center in Trenton. She volunteers with SAVE Animal Shelter and previously served on the Mercer County Community College Board of Trustees. She holds degrees from Lehigh University and Rutgers University’s Edward J. Bloustein School of Planning and Public Policy.

About Maureen Shea

Having worked for several large non-profit associations in the state, Maureen brings over 30 years of Association leadership experience; with expertise specific to federal and state advocacy, grassroots organization, lobbying, legislative and regulatory analysis, managing million-dollar political action committees and policy development. 


Her background includes work on major issues such as Medicaid, physician reimbursement, housing, real estate, and development of New Jersey’s seller disclosure process, education policy, Meghan’s Law, deinstitutionalization and raising DSP wages, among others. Maureen’s responsibilities also include overseeing many aspects of the NJACP’s communications efforts, from social media, editing and writing newsletters, and press to ensure NJACP’s message is effectively disseminated.  

About Colleen

Joining NJACP in 2017, Colleen has extensive administration, operations, events, and training experience in for-profit and nonprofit sectors. Colleen’s administrative and operations background includes grants management; IT support; human resources; accounts payable/receivable; estimating/pricing; developing new processes and trainings; special/strategic project initiatives and implementation; event planning for conferences, workshops, award recognitions, and other special events; as well as volunteer service, including fundraising, for nonprofit groups. 


At NJACP, Colleen is responsible for membership and strategic partner recruitment and retention; training programs; event planning, and some administrative and operations functions. She holds a BS in Business Communications and Advertising from Marietta College.

About Luis

Luis Santiago joined NJACP in January 2025, bringing with him a decade of experience across the hospitality, tourism, and event industries. He earned his degree in Sports, Entertainment, and Event Management from Johnson & Wales University – North Miami in 2017. Over the past five years, Luis has specialized in event planning, with a strong focus on weddings and related celebrations. He is excited to bring his passion and expertise to the NJACP team and looks forward to the opportunities this next chapter will bring.

About Shanique

Shanique Brittingham joined NJACP on June 10 and brings a diverse background in the social services and administrative fields, including IDD.  She is currently a part-time Behavioral Support Specialist at Woods Services, and her previous employment includes Oaks Integrated Care and Spectrum for Living.  Her vision is to gain more experience and connections with individuals with intellectual and developmental disabilities.  She holds a Bachelor’s degree in Sociology from Bloomfield College, where she graduated in 2015.  We are excited to have Shanique as part of the NJACP team, where she will assume responsibility as the Office Coordinator, using her organizational and communication skills to serve the membership.
